In a bid to woo voters just ahead of the 2024 general elections, Odisha government on Wednesday launched House Allotment System (HAS) under its ‘Housing For All’ policy. The aim is to provide houses to Economically Weaker section in a transparent manner.
Under the scheme, there will be reservations for people of EWS category in both government and non-government projects. They will get 20% reservation under government projects and 10% reservation for non-government projects.
However, the Opposition slammed the government and claimed that it was another ‘jumla’ to woo voters ahead of the 2024 General Elections. They doubted the credibility of the scheme and claimed that it was just another scam by the Odisha govt.
Housing and Urban Development Minister Usha Devi launched the unique android-based app and website-based HAS. Supported by Odisha Urban Housing Mission (OUHM), the launching ceremony was organized by Bhubaneswar Development Authority (BDA).
The key objective of this allotment system is to generate predictability, and transparency and ensure social auditing. The system will work on the principle of a continuous process of registration of all those families, who want to avail dwelling units under the Housing for All policy.
BDA Vice Chairman Sanjay Kumar Singh, “After registration on the website, they can see the location and the availability of houses. Accordingly, they can apply for a house with transparency.”
“Say, a builder constructs apartments and flats. So, when he approaches the BDA for approval, we will see, if he/she has allotted 10% houses for the EWS section. For government sectors, there should be 20% reservation and 10% in non-government projects for EWS people,” Debasish Singh, BDA, Director.
Launched in Bhubaneswar, Odisha govt aims to take the scheme to other towns of the state in the coming dates.
However, the Opposition slammed the government and alleged that like the PMAY scheme, members of the ruling party will only benefit from this scheme too.
Slamming the government BJP chief whip Dilip Mohanty said, “I hope the government doesn’t just allot houses to its members through this scheme. We all know the truth about providing houses to slum people under Jaga Mission. While the genuine beneficiaries are deprived, ruling party members have bungled all the houses. So, let the scheme not just stay as another jumla, but be done for the betterment of the genuine beneficiaries.”
Similarly, Congress leader Rashmi Mahapatra said, “What is the use of the app when they cannot even provide a house to the poor? There is a huge difference between just launching fake schemes and turning it into reality.”
The other features of this web-based application are Legacy Data Management and the Integrated Payments mechanism.
Usha Devi, Housing and Urban Development Minister said, “The EWS were deprived of houses. So, we have launched the app. I’m sure, this will go a long way in their betterment.”
BMC Commissioner Vijay Amruta Kulange and others were present at the launching ceremony.
