My Dear Fellow Countrymen,
Assalamu Alaiqum, Adaab and Good Morning. By the Grace of Almighty, I, as the Chief Executive and Chief Coordinator of the “Deshmukti Biplob Monch”, do hereby declare the “Final Written Declaration” of the “Mass Uprising” in Bangladesh. However, I will announce the “Final Verbal Declaration” of the “Mass Uprising” anytime from today onward.
1. This “Final Written Declaration” shall be deemed as the ‘Written Constitution” on the eve of and during the “Mass Uprising” and after the successful accomplishment of the “Mass Uprising” and until the drafting and adaptation of the People’s new Constitution through the Referendum, this “Final Written Declaration” shall be deemed as the “Highest Law of the Land”. In order to protect our beloved country, we must uphold this “Final Written Declaration” as the “Most Precious Asset” of the People and any deviation from this Declaration by anyone right from the Chief Executive to ordinary people, shall be dealt with the drastic punishment.
2. I have presented the salient features of the draft Declaration so many times on the above-mentioned dates and asked everyone to put their inputs into this document. I have received tremendous responses from the patriotic people. I also asked for the names and particulars of the persons, who desire to become the part of the Executive Council of “Deshmukti Biplob Monch” in various capacity and received massive response, but none has claimed for the post of the “Chief Executive” of the Executive Council, and they unanimously requested me to hold this post. Hence, I had to become the “Chief Executive” of this forum. Nevertheless, if anyone still desires to become the “Chief Executive” of this Council, that will be considered with immense importance.
3. The day of the “Mass Uprising” shall be regarded as the “Red-Letter Day” in the history of Bangladesh. Finally, that “Auspicious Moment” has arrived before us for which our people have been long waiting for. On historic day and at this critical hour, I call upon the people from across the life to come out of their houses with full vigour and thunderous speed and raise the people’s resistance on the streets upon the announcement of my “Final Verbal Declaration” anytime from today. Surround the heinous authoritarian, demonic and Mafia regime of the “Mother of Mafias” Sheikh Hasina and her accomplices, get hold of all the culprits, who have been carrying out atrocities against the people for the last 15 years. Making no mistake that all the criminals must be rounded up. Please guard all the exit points like airport, land, and river ports so that the criminals of the fallen regime cannot escape or flee the country. Please do not kill, cause injury, or even hurt anyone. We shall put them behind the bar and try them for their crimes committed against the people and the country. These culprits have sucked the people blood and amassed illegal wealth and blood money, we want to recover those tens of billions of moneys and deposit those to the Treasury. Among the captured criminals, those who will volunteer to bring back their laundered money from abroad will certainly be given some let offs.
4. My Fellow Countrymen, make no mistake that the rule of Hasina’s Mafia Gang and her government is illegal and unelected. You cannot earn any dividend by going for ‘Conventional’ ways now. Demanding resignation or stepdown of the government is only appropriate in case of a democratic system or a democratically elected government. Bangladesh is under tyranny, being ruled by brutal force. Bangladesh has been taken over by the Mafia Thugs. Sheikh Hasina, the “Mother of Mafias”, and her regime is being collaborated by a tiny coterie, a Cartel of foreign Mafias like the “Regional Organized Demonic Syndicate (RODS), which was originated in Delhi out of few deadly members of R &AW (RAW). So, any conventional movement, procession, demand etc will just fall into their deaf ears. Therefore, there is no alternative but to stage the “Mass Uprising” to ‘Topple’ Mafia Hasina. We therefore, must counter the brutal fascist to rescue people’s power and finally knock down the ‘Mafia Raaj’ and restore the people’s freedom, sovereignty, and democratic rights.
5. To avoid unnecessary bloodsheds and losses of innocent lives, I fervently request the Indian RODS and Hasina’s Mafia Gang to forget their heinous coterie interests and sit with the Executive Council immediately following this ‘Declaration’ for “Mass Uprising” for a dialogue to bring peace in the country and the region, and allow the innocent Bangladeshis to establish Democracy in Bangladesh through a New Constitution, or else the “Mass Uprising” shall continue till the achievement of its Mission.
6. The people were very much optimistic about the imminent fall of Hasina regime when my phone conversation with the thief Army Chief Aziz was leaked on 06 October 2020. During that time, I branded Hasina as the “Mother of Mafias” and within no time she was hashtagged #Mother of Mafias around the world. After that episode, the US Sanctions came, her regime survived again. The opposition parties could not launch any viable and vibrant movements because of their lack of unity, commitment etc coupled with government’s persecutions. But I don’t blame the oppositions, because Mafia Hasina and Indian RODS could successfully trap and manage to neutralize the top brasses of the opposition parties by their “Carrot and Stick” policy. In the process, the politics in Bangladesh became ‘Dead’ or non-functional.
7. Dear Friends, the “Universal political theory is that when the politics succumbed to non-functional, the people take to the street i.e., the “Mass Uprising (গণঅভ্যুত্থান)”. Road to Freedom is not a piece of cake. People of Bangladesh and the country itself had come through the bloody path in 1971 by offering supreme sacrifices to reach this historic moment.
8. Bangladesh is being run by the whims and venomous wish of Sheikh Hasina. There is no Rule of Law. Constitution and strict adherence to Constitution safeguards the Rule of Law. At present, Hasina herself is the Constitution, and the country is being run by her own Rules as there is no People’s Constitution in the country to protect the fundamental rights of the people. So, to empower the people with all their Fundamental Rights and make Bangladesh a true people’s Republic, we must defeat the evil forces led by Sheikh Hasina and snatch the victory through this “Mass Uprising”. This will be people’s victory, which will lay down the foundation of the “New Constitution”. The independence and sovereignty of the country shall be restored on its real terms and on its true perspective.
9. We are all the victims of ongoing atrocities of the Hasina regime. Our people have been kept hostages at the hands of these Mafias for the last 15 years. Therefore, we must foster unity amongst ourselves based on a set of “Guiding Principles” and after the final victory, those “Guiding Principles” shall lay down the foundation of the “New Constitution” of Bangladesh, and that will solidify the Fundamental and Human Rights of the people and Bangladesh shall be put onto the right track. We must strike these Mafia thugs with all our might and vigour. We must defeat all the anti-people conspiracies and shall get rid of the Mafia rule once and for all. We must come out victorious in this “Mass Uprising” to save the country from the jaws of ruination and destruction.
10. Only two (02) Parties or Groups exist in Bangladesh now. Patriots, Bangladesh is sharply divided now at present. There are only two groups or parties in the country; one group or party is consisting of Mafia thugs led by Hasina’s Mafia Gang and the Indian RODS. The second group or party consists of 99.9% percent of the country’s population, people across the life, irrespective of caste, creed, religion etc, who have taken the vow to ‘Topple’ Mafia Hasina and establish their Rights through this “Mass Uprising”. All the registered and unregistered political parties including BNP, Jamat, Left Parties etc have repeatedly expressed their promises for “Mass Uprising” to bring down the Mafia Hasina regime.
11. We therefore want to caution everybody that if anyone dare to oppose the “Mass Uprising” shall be dealt with severe actions and shall be defeated forever.
12. We have 99.9% supports of our Armed Forces (Army, Navy and, Air Force); we have similar supports from the BGB, Police, Ansar & VDP, government, semi-government, non-government, autonomous organizations and all the Law Enforcing Agencies and members of Civil Administrations. If the Heads of these Forces like CAS Shafiuddin of the Army and IGP Al-Mamun join the “Mass Uprising”, people will welcome them, but they will face the severe consequences from their under-command officers and soldiers, and the people if they go against the people and try to suppress the “Mass Uprising” by using ‘Force’.
13. Since almost cent percent (99.9%) supports are with the “Mass Uprising”, the criminals, and cadres of Sheikh Hasina and Awami League might put on the uniforms and helmets of the various forces as a disguise and attack the fighters of “Mass Uprising” to confuse us. In such a situation, we must not be confused and distracted, we must rather fight out those criminals on the street and annihilate the thugs till we successfully vanquish them.
14. We shall make this “Mass Uprising” successful without using any Firearms. We shall prove that the people’s strength is invincible. But the Awami Helmet Thugs might attack us with firearms and try to portray “Mass Uprising” as the “Act of Sedition” to the International Community. In such a situation, we must take them on, resist them and defeat them forever.
15. The so-called government of the “Mother of Mafias” Sheikh Hasina has never been a legitimate entity. They captured the power by stealing the votes, by using brutal force against the oppositions and created reign of terror across the country. Sheikh Hasina took the country on the brink of being a “Failed State”. Anti-people, fascist, autocratic and Mafia rule of Sheikh Hasina must end, and our “Mass Uprising” shall be victorious, and a new Democratic Bangladesh is going to appear in the horizon soon, Inshallah.
16. We must actively be vigilant against any possible sabotage like looting, plundering by the agents of Sheikh Hasina, Indian RODS etc. It is also very difficult to maintain peace and discipline within the rank & file of the participants. But we must do this hard job for the sake of the successful conclusion of our “Mass Uprising”. During the entire period of “Mass Uprising”, the common people of the cities and villages will invariably provide the food, medical facilities, toilet/washroom facilities etc.
17. Mother of Mafias Sheikh Hasina is not likely to concede defeat easily. She will try to create disturbance with the people. The hardcore cadres of Hasina may infiltrate into the gatherings in disguise to mislead the people; we must continue to remain vigilant to defeat them.
18. Although I have the firm belief that our “Mass Uprising” shall be successful with the short span of time. But we must have the morale courage, necessary preparations and maintain impetus for the longer duration. We must make this movement successful and for that we must be ready to bear with any discomfort and hardships. We should be ready for any sacrifices to attain the success. We should know that every victory has a price. The great war heroes say, “Give me Blood, I will Give you Freedom”.
19. From today onward, any rally, massive rally, procession, demonstration, programme etc of any party or group shall be considered as the “Mass Uprising” and no one shall flee, back out or abandon the spots or fields of the “Mass Uprising” till the complete success is achieved; my “Final Verbal Declaration” will also be announced amidst any such massive programme.
20. We do hereby declare that during the period of “Mass Uprising”, all the Offices, Courts, Secretariate, Bank, Insurance, Land, River and Civil Aviation, Road Transport and Railway shall remain closed right from the moment of my “Final Verbal Declaration” onward until the successful completion of the “Mass Uprising”. Hospitals and all the Emergency Services shall remain open.
21. The “Mass Uprising” fighters must search all the incoming and outgoing Ambulances so that Hasina’s criminals cannot transport weapons and other lethal arms by using Ambulances and create sabotages.
22. All the Political Cases/Lawsuits shall stand annulled right from the moment of my “Final Verbal Declaration”. All the political detainees must be released from then onward without any further delay and the accused (in political cases) shall not have to give attendance before the Court. However, Courts may remain open for a short period by the permission of the Executive Council only for granting release orders of the political detainees.
23. No one shall pay any Tax, Income Tax etc right from the moment of my “Final Verbal Declaration” until the successful completion of the “Mass Uprising”. Our expatriates and NRBs are also fervently requested Not repeated Not to send any remittances during the period of “Mass Uprising” following my “Final Verbal Declaration”. I request our brothers at home and abroad to bear with some pains for some time for the “Noble Cause” of saving our beloved Nation please.
The Unwavering Commitments/Promises of the Executive Council of “Desh Mukti Biplob”:
(1) The names of the members of the Executive Council of “Deshmukti Biplob” shall be declared immediately after the successful completion of the “Mass Uprising”. The ‘Fighting Commanders” of the “Mass Uprising” shall have the top priority to be the members of the Executive Council. However, the Executive Council shall also be expanded with the inclusion of the new names.
(2) The country’s so-called Constitution shall stand abrogated following my “Final Verbal Declaration” and the so-called National Assembly shall also be cancelled at the same time. This “Provisional Constitution” shall come into ‘Force’ right after my “Final Verbal Declaration” onward and shall remain so until the completion of the “New Constitution”.
(3) For the complete elimination of the most shameful and grievous practices of the election engineering, rigged elections, stuffing ballot boxes on night before polls, hijacking ballot boxes, most importantly the declaration of pre-prepared or concocted election results by the Mafia Hasina and Indian RODS controlled Election Commissioned etc as well as to ensure the ‘Free’, ‘Fair’ and ‘Participatory’ Elections and Referendums, the “Election Systems” must be ‘Reformed’ at the first instance in totality right after the successful “Mass Uprising”.
(4) Thereafter, the New Constitution will be placed before the people of the country through a ‘Referendum’ for their kind approval. People’s New Constitution shall be the top “Leader of the Country”, which shall be the source of all powers, responsibilities, and activities of Bangladesh.
(5) After the approval of the new Constitution by the people, fresh Election shall be held to constitute a new Parliament and the state power/responsibilities shall be transferred to the freshly elected majority Party. But before the formation of the new government and new Parliament, the Executive Council of “Desh Mukti Biplob” shall be holding all the powers/responsibilities of the Government of Bangladesh.
(6) The process of reforming all the organs of the State like Judiciary, Executive Branch, Parliament, Constitutional Bodies/Commissions, Domestic and Foreign Policies, Policies on National Security and Defence Forces, Human Rights, Rights of the Labours, Education Policy, Medical Policy etc will continue simultaneously along with the drafting and approval process of the New Constitution.
(7) Until the approval of the New Constitution through the Referendum following the successful “Mass Uprising”, all the organs of the State like Judiciary, Executive Branches, Civil Administrations, Armed Forces, Foreign Missions, Hospitals, Banks, Insurance Companies, Semi-government and Non-government Organizations, Private Companies/Industries, Hill Tracts Administrations etc will continue to function predominantly according to this Provisional Constitution coupled with country’s ongoing laws, acts, rules, regulations etc based on the regular circulations of orders, instructions, gazettes, amendments etc from the Executive Council.
(8) The Executive Council shall have one person to act as the Chief Executive and Chief Coordinator. The rest members of the Executive Council shall discharge their duties and responsibilities as Executives and Coordinators as per the charter of the Council.
(9) During the rigorous process of approval of the New Constitution and all the reforms, the Executive Council must pay Taka One Crore to each Shaheed’s family, who has embraced the martyrdom during the “Mass Uprising”, and it is the responsibility of the government to bear all the medical expenses for the treatment of the injured persons for as many years as required. Here, the responsibility of the government means the government of the Executive Council as well as all the governments subsequently elected based on the New Constitution.
(10) All the martyrs, the injured and living fighters of the “Mass Uprising” shall receive the Highest Honour and all sorts of services regularly from the government for their bravery in the “Mass Uprising”. It is the responsibility of the government to take charge of the rehabilitations of all the affected families and bear all the costs for their high standard living to include accommodation, foods, health care, social care, education, clothing etc during their entire life. They are our National Heroes, and we must not forget them. Here, the responsibility of the government means the government of the Executive Council as well as all the governments elected based on the New Constitution.
(11) All the affected persons shall be reinstated to their jobs/services with full benefits and promotions, who have been subjected to the persecutions, injustices as well as wrongly or unlawfully dismissed, retired, ousted, or thrown out from their jobs/posts subjected to their supports or participations in Mass Uprising. Most importantly, if the persons, who are now in government service/job participates in the “Mass Uprising” following my “Final Verbal Declaration”, shall prove to be the real patriots, and shall duly be awarded by the state.
(12) If any member of the Executive Council of “Deshmukti Biplob” is found to involve in corruption, unlawful acts, nepotism etc whatsoever during their tenure in the State Power, shall have to face severe punishments/legal consequences. Delay in investigating corruption cases shall not be tolerated, the maximum time limit is three (03) months including holidays.
(13) The Executive Council shall be ceased to exist soon after taking over by the new government, who shall be elected under the New Constitution. The top brasses of the Executive Council shall never take part in any party politics to become the Ministers, MPs etc after the dissolution of the Executive Council. However, the Members of the Executive Council can make a permanent arrangement to act as the ‘Watchdog’ of the State.
(14) This “Provisional Constitution” has been published in Bangla and English, but in the event of conflict or confusion between both the languages in the text, the Bangla shall prevail. Ameen.
(15) This “Provisional Constitution” shall be considered as the “Highest Law” of the State by country’s every citizen until the completion of the New Constitution. Therefore, in case of any violation of commitments/promises stated in the Clause 1 to Clause 15 and in case of any attempt by the Executive Council to hold the State Power for longer period without any valid reason, People can go to the Court against the Executive Council based on the terms and conditions envisaged in this “Provisional Constitution”, or they can topple the Executive Council by staging a counter “Mass Uprising”. In fact, this “Provisional Constitution” has empowered the People to be the Custodian of the State and Democracy. This Declaration shall automatically become the “Highest Law” of the State right after the declaration of my “Final Verbal Declaration” of the “Mass Uprising”. Ameen. Press release
